Our water systems are normally maintained at a significant pressure to enable water to flow from the tap, shower etc. When pressure fails or is reduced, as may happen if a water main bursts, pipes freeze or there is unexpectedly high demand on the water system, then the reduced pressure in the pipes may allow contaminated water from sprinkler systems, from storage or from other sources, to be drawn up into the system through cross connections. Cross connections are present in every water system; depending on the size of the system, hundreds or thousands of potential cross connections can exist.
